Treasurer

Clarence Leung

Clarence Leung has more than 30 years in the asset finance & leasing industry including working in the asset finance and leasing department of an Investment Bank in the United Kingdom. He specialises in advising on asset finance and leasing related matters, involving a range of assets including telecommunication assets, transportation and plant and machinery.

His experience included setting up leasing platform in Ireland as well as other jurisdictions for many new Asian based aircraft lessors, re-structuring Irish aircraft leasing portfolio for Chinese lessors, re-structuring the holding structures for Chinese lessors due to the regulatory requirements.  He also advised a number of aircraft lessors on entering aircraft leasing transactions with Chinese airlines, South African airlines, Turkish airlines, Indian airlines, South America airlines, Japanese airlines, German airlines, Spanish airlines, Malaysian airlines, Vietnamese airlines, Russian airlines, Macau airlines, Hungarian airlines, Indonesian airlines and various financing structures including ECA financing, JOLCO financing etc.  He has also advised on many merger and acquisition transactions for the asset finance & leasing industry including a recent due diligence project on a multi-billion US dollar investment in an aircraft lessor and the acquisition of the aircraft portfolio of RBS Aviation Capital by SMBC Aviation.

 

Prior to his relocation to PwC Hong Kong, Clarence was a member of the asset finance & leasing team in PwC UK and Europe. He was also the Co-author of Tolley’s Leasing in the United Kingdom and Co-author of Tolley’s International Leasing.

In the last 10 years, Clarence has been following very closely on the various tax policies introduced by the Hong Kong SAR Government for turning Hong Kong into an aviation and maritime leasing and financing hub.  The concessionary tax regimes for aircraft leasing and ship leasing became effective from 1 April 2017 and 1 April 2021 respectively.  Clarence worked on the first deal to utilise the Hong Kong aircraft leasing regime and has worked on a number of other notable deals using the regime in Hong Kong since.

 

He is a member of the Institute of Chartered Accountants in England and Wales and is a frequent speaker on various asset finance & leasing seminars.  He was a committee member of the Hong Kong Maritime and Port Board.

Stanley Hui has a long career in airlines, airport management and aircraft leasing, spanning a time of nearly 50 years.  He joined Cathay Pacific in 1975 as a Management Trainee and held a range of senior management positions in both Hong Kong headquarter and overseas offices.  He was the Chief Representative of John Swire & Sons (China) from 1992-1994, stationed in Beijing.  He was the Chief Operating Officer of AHK Air Hong Kong from 1994 to 1997, CEO of Hong Kong Dragon Airlines from 1997 to 2006, and the CEO of Hong Kong Airport Authority from 2007 to 2015.  Mr. Hui participated in and actively supported the Hong Kong Government in Air services negotiations between Hong Kong and its aviation partners before and post the return of Hong Kong to China in 1997.

 

A milestone development during Mr. Hui`s tenure at Hong Kong International Airport (HKIA) as its CEO was the completion of the mid-field concourse works at the airport, which offered 20 more frontal parking bays.  Mr. Hui also led the study, preparation and recommendation to build a third runway system at HKIA.  After nearly eight years of land reclamation and construction work, the third runway system at HKIA was finally completed and started operation in November of 2024.  This is a critical infrastructure project for Hong Kong as a regional and international aviation center, which President Xi reiterated on his visit to Hong Kong July 1 2022 as one of the main pillars of the Hong Kong economy, alongside being a financial center and a trading center, playing its unique role in the new national strategy of Guangdong, Hong Kong and Macau Greater Bay Area development in Southern China.   Mr. Hui was a member of the 12th and 13th session of National Committee of Chinese People’s Political Consultative Conference (“CPPCC”).  He was also a member of the 4th and 5th Session of the Shenzhen Municipal CPPCC

 

Mr. Hui stepped down as the CEO of Greater Bay Airlines on 1 April 2024.  Mr. Hui was an Independent non-executive Director of the board of Air China, with which he served from 2015 to February 2022.  Mr. Hui also served as a director on the Board of Guangzhou Baiyun International Airport Co. until the end of February 2023.  Mr. Hui is now Board Director and Advisor to the Chairman of Greater Bay Airlines.  Mr. Hui is now an independent non-executive director of the following listed companies in Hong Kong: Beijing Capital International Airport, China Power International.  Mr. Hui is a director of the board of a US company Travel Sentry.

William Ho

William Ho is a lawyer specialising in aircraft finance and leasing.  He is the managing partner of HKKW Law Office.  He is qualified to practise English law and Hong Kong law.

William has considerable experience and expertise across a broad range of aircraft leasing and financing transactions including export credits, tax leases, operating leases and sale and purchase of aircraft portfolios. His experience covers a variety of structures including Japanese operating leases, French tax leases, European ECA- and US Exim-backed aircraft financing, securitisation, pre-delivery financing and Chinese domestic leases.

From 2012 to 2017, William was an adviser to the Economic Development Commission of the Hong Kong Government in setting up the concessionary tax regime for qualifying aircraft lessors in Hong Kong.

He is the course leader of “Executive Certificate in Aircraft Leasing and Financing” organized by The University of Hong Kong School of Professional and Continuing Education.

The Hong Kong Aircraft Leasing and Aviation Finance Association (HKALA) is an industry organisation dedicated to promoting the growth and development of aircraft leasing and financing in Hong Kong.

 

By fostering collaboration among stakeholders, including lessors, financiers, investors, fund providers and industry professionals, HKALA aims to enhance industry standards, advocate for best practices and support regulatory initiatives.
